Both BAA and BABA are United States federal legislation establishing domestic content preferences for procurement using federal funds and/or financial assistance.
 
BAA was enacted in 1933 and applies to direct procurement by the United States federal government, with certain exemptions in the case of purchase cost, item availability and/or compliance with international trade agreements.
 
BABA, enacted as part of the Infrastructure Investment and Jobs Act on November 15, 2021, focuses on maximizing the federal government’s use of services, goods, products, and materials produced and offered in the United States. BABA requires that all iron, steel, manufactured products, and construction materials used in federally funded projects for infrastructure must be produced in the United States. Exemptions for BABA are more limited than for BAA, as international trade agreements do not apply to procurement by non-federal entities.
 
All of Visa Lighting's Luminaires Meet BAA and BABA

With respect to manufactured products, such as luminaires used in commercial applications, both BAA and BABA require products to:
    1) be manufactured in the U.S. and
    2) meet a certain threshold of domestic content.
